In 2024, the shortage of doctors in Kazakhstan decreased by 19%, from 4,864 to 3,954 specialists, while the shortage of mid-level medical personnel declined by 7%, from 4,820 to 4,505 workers, according to a meeting of the Ministry of Health.

The list of the most in-demand specialists still includes therapists, general practitioners, obstetricians-gynecologists, anesthesiologists-resuscitators, surgeons, and pediatricians.

To retain healthcare personnel, legislative measures have been taken to provide social support in rural areas. So far, one-time payments have been made to 207 medical workers in highly scarce specialties.

Additionally, social support measures have been provided to 544 doctors who arrived for permanent employment, including 226 graduates of 2024.

For the legal protection of medical workers, a Law on Professional Liability Insurance has been adopted, covering 164,000 specialists. The Ministry of Health has increased quotas for the training of specialized doctors from 1,500 to 2,500 places and is implementing the National Personnel Accounting System (SUR 2.0) to ensure the even distribution of specialists across regions.
