Mandatory training of young specialists and doctors of Philosophy PhD
Kazakhstan Medical University “KSPH” informs that in accordance with paragraph 17 of Article 47 of the Law of the Republic of Kazakhstan “On Education”, Citizens of the Republic of Kazakhstan who have entered pedagogical and medical specialties on the basis of a state educational order are required to work in state educational organizations and state health organizations for at least three years after completing the organization of higher and (or) postgraduate education.
Citizens who have entered the doctoral program under the Doctor of Philosophy (PhD) program on the basis of a state educational order are required to work in organizations of higher and (or) postgraduate education or scientific organizations for at least three years after completing their studies.
Citizens who have entered the doctoral program under the Doctor of Philosophy (PhD) program on the basis of a state educational order are required to work in organizations of higher and (or) postgraduate education or scientific organizations for at least three years after completing their studies.
Exemption from the obligation to work out, provided for in paragraph 17 of this article, is granted by the decision of the commission for the personal distribution of young professionals to the following categories of young professionals:
1) persons in the absence of vacancies in the locality at the place of residence, work or service of the spouse (spouse);
2) disabled persons of group I and II;
3) persons who have entered for further study in the master’s program, residency, doctoral program;
4) pregnant women, persons who have, as well as independently raise a child (children) under the age of three years.
Termination of the obligation to work out, provided for in paragraph 17 of this article, without reimbursement of expenses incurred at the expense of budget funds related to training, occurs:
1) in connection with the performance of work-off duties;
2) in connection with the death of the student (young specialist), confirmed by the relevant documents;
3) in the case of establishing the disability of group I and II during the period of working out;
4) in connection with the release from the obligation to work out in the cases provided for in paragraph 17-2 of this article.
For failure to fulfill the obligation to work out, provided for in paragraph 17 of this article, a young specialist is obliged to reimburse the expenses incurred at the expense of budget funds in connection with his training, except for the cases provided for in paragraph 17-2 of this article, to the budget.
