At a Government meeting, the Minister of Health of the Republic of Kazakhstan, AkmaraI Alnazarova, presented the key steps for implementing the President’s instructions announced in the Address to the People of Kazakhstan on September 8, 2025.

The Ministry of Health is launching large-scale transformations: the development of medical infrastructure, expansion of pharmaceutical production, digitalization of processes, and social support for doctors.

NEW HOSPITALS AND PERINATAL CENTERS

As part of the national project “Modernization of Rural Healthcare”, 540 out of 655 primary healthcare facilities have already been built. The remaining 115 facilities will be commissioned by the end of 2025. All construction projects are fully funded, and the modernization of district hospitals will continue into 2026.

In parallel, 12 modern perinatal centers are being constructed. The first facility is already under construction in Astana, with projects in Shymkent and the village of Temirlan in Turkestan Region set to begin this year. Construction of a multidisciplinary hospital in Ridder, a Hematology Center in Ust-Kamenogorsk, and an ambulance station in Aktau is nearing completion.

MEDICINE SECURITY

Kazakhstan is gradually moving towards sustainable domestic production of medicines. Currently, the country manufactures 107 items (37%) from the WHO list of essential medicines. In the coming years, production of an additional 178 medicines (63%) will be established, ensuring strategic independence and security in pharmaceutical supply. A Comprehensive Plan for the Development of the Pharmaceutical and Medical Industry will be approved by the end of the year.

ARTIFICIAL INTELLIGENCE IN MEDICINE

In line with the President’s instructions, the Ministry will develop a Comprehensive Plan that provides for the introduction of a quality management system for healthcare based on artificial intelligence technologies.

“AI will be integrated into the Unified Healthcare Payment System, as well as into the monitoring of medical organizations after licensing and accreditation. We are also working on introducing validity periods for medical licenses,” — noted Akmaral Alnazarova.

SUPPORT AND SAFETY FOR DOCTORS

Starting in 2026, in order to attract medical personnel to the regions, specialists in scarce narrow-profile fields will be provided with housing through the support of local akimats and mechanisms of the Otbasy Bank. This is especially relevant for regions experiencing acute staff shortages.

Special attention is being given to the safety of medical workers. In cooperation with Kazakhtelecom and local executive bodies, 2,100 ambulance teams will be equipped with body cameras, and 644 hospital admission departments with video recorders.

The Ministry of Health is systematically implementing the President’s instructions: building new hospitals and centers, developing the pharmaceutical industry, introducing digital technologies, enhancing the status of doctors, and ensuring their safety.

These measures will strengthen the healthcare system and make medical services more modern and accessible for every citizen of the Republic.
