of the scientific and practical conference
“Strategic dialogue on healthcare management in the republic of Kazakhstan: professional standards and leadership development”

Based on the practical experience of the formation and development of healthcare management in the country,

Taking into account the ongoing updates to the regulatory and legal framework in the field of healthcare,

Considering, but not limited to, the presentations and opinions of the participants and summarizing the discussion of the Professional Standard “Healthcare Manager”, the exchange of experience, the key professional competencies of healthcare managers, as well as the opportunities and prospects for the development of managerial knowledge and approaches in the healthcare sector, the participants note the following:

1. Relevance of the development of managerial competencies

Participants emphasized the growing role of effective management in the healthcare system in the context of sector reforms, the introduction of digital technologies, increasing requirements for the quality and accessibility of medical care, and changes in financial conditions within the sector. The ethics of leadership and professional business communication are of particular importance.

2. The Professional Standard “Healthcare Manager” in the Republic of Kazakhstan is an important instrument for establishing unified requirements for the qualifications, competencies, and professional activities of managerial personnel in the healthcare sector. The standard contributes to:

  • increasing the transparency of requirements for managerial positions;
  • developing the human resource potential of the healthcare sector;
  • improving the system of education, retraining, and professional development of healthcare managers;
  • harmonizing managerial approaches with international practice.

1. The participants identified the following as the main key professional competencies of a healthcare manager skills in:

  • strategic and operational management;
  • financial and economic planning;
  • management of quality and safety of medical care;
  • leadership and personnel management;
  • digital and analytical competencies;
  • corporate governance;
  • knowledge of the national healthcare regulatory and legal framework;
  • commitment to innovation;
  • ethical principles and values.

Emphasizing the importance of introducing modern management models based on proven effective technologies and approaches in management, an interdisciplinary approach, international experience, and the continuous professional development of healthcare organization leaders, the participants identified areas and issues requiring further expert consideration, in particular the key competencies and the procedure for certification of specialists in healthcare management.

The participants of the Round Table RESOLVED:

  1. To recommend further improvement and updating of the Professional Standard “Healthcare Manager”, taking into account changes in the healthcare system of the Republic of Kazakhstan and international trends.
  2. To promote the implementation of the professional standard and corporate regulations in the personnel policy practices of the Ministry of Health and healthcare organizations.
  3. To support the development and improvement of training and professional development programs for healthcare managers, and to introduce adjustments to the master’s degree educational programs in the fields of “Business and Law” and “Healthcare” based on the requirements of the professional standard.
  4. To expand platforms for professional dialogue, exchange of experience, and dissemination of best management practices.
  5. To recommend that healthcare organizations, in cooperation with educational institutions and professional communities, actively develop managerial culture and the leadership potential of managers at all levels.
  6. To improve the criteria for assessing the competencies of healthcare managers, with the subsequent development of methods for certification/attestation.

Following the discussion, the participants of the Round Table reached the following conclusions and recommendations:

It was noted that the Professional Standard “Healthcare Manager” is an important regulatory and methodological instrument that ensures the establishment of unified requirements for the qualifications and competencies of managerial personnel and serves as a foundation for the development of the training system and the professional growth of leaders of healthcare organizations.        

Proposed:

  • To recommend the application of the provisions of the Professional Standard in the activities of healthcare organizations, educational institutions, and in the formation of personnel policy.
  • To support the conduct of expert and professional discussions and research on the practical implementation of the standard and its further improvement based on effectiveness.
  • To continue refining and harmonizing the terminology of the Professional Standard with the current regulatory legal acts of the Republic of Kazakhstan, including the Ministry of Health order of 21.12.2020 No. DSM 305/2020.
  • To take into account the provisions of the standard when developing and updating educational programs, professional development, and training programs for managerial personnel, incorporating project management elements, foresight methodology, shifting the paradigm from control to monitoring, analysis, and change, and the need to develop unified criteria for assessment and methods for certification and/or attestation of healthcare management, ensuring transparency, comparability, and quality of managerial activities within the healthcare system of the Republic of Kazakhstan.
  • To support the development of a continuous professional education system, primarily certification courses and professional development programs for healthcare managers, taking into account the requirements of the professional standard and certification mechanisms.
  • To ensure conditions for the widespread adoption of corporate culture, the development of rules, standards, and procedures based on values and principles proven effective in other sectors of the economy.
  • To study the experience of successful clinics and healthcare systems in other countries regarding the recruitment of managerial personnel from other economic sectors and its adaptation to the healthcare management system of the Republic of Kazakhstan.

The resolution was adopted unanimously, reflects the consolidated position of the Round Table participants, and may be used as a basis for further practical and scientific-methodological initiatives in healthcare management in the Republic of Kazakhstan.
