Kulzhanov Maksut Karimovich

In 1972 graduated from the medical faculty of the Karaganda State Medical Institute. After completing postgraduate program in 1978, worked as a research assistant, head of the department and a laboratory for planning and forecasting public health in the Research Institute of Hygiene and Occupational Diseases.

From 1988 to 1990 worked as deputy general director for scientific work of the Republican Center for Health Protection.

In 1992 he was appointed Deputy Minister of Health of the Republic of Kazakhstan.

Since 1997, the rector of the Kazakhstan School of Public Health.

Since 1982 a Candidate and since 1993 a Doctor of Medical Sciences in the specialty of “Social Hygiene and Health Organization”.

Since 1995, Professor, has the highest category of the organizer of public health. Author of more than 160 scientific publications. Under the leadership of M.K. Kulzhanov 10 doctoral and more than 20 Ph.D. thesis were defended. All his professional activities are connected with the consistent improvement of the health protection system, organization and management of the healthcare of the Republic of Kazakhstan.

Scientific activity was devoted to the scientific substantiation of the need for deep transformations in the country’s health care system. With his direct participation, the main directions of forming new economic relations were developed in the transition of the healthcare sector to market relations; the management of the introduction of compulsory medical insurance and effective medical and organizational technologies for management and financing of health care was carried out. Being an active supporter of the scientific approach to the implementation of reforms in healthcare, he applied his abilities of the organizer of public health and the teacher to create the School of Public Health in the republic. An agreement was signed between Kazakhstan and the WHO Regional Office for Europe to establish a School of Public Health. The dynamic development of the School of Public Health is very positive. Over the past few years, the School has established many contacts with foreign partners, was admitted to the European Association of Schools for Public Health and its analogue to the Asia-Pacific Public Health Alliance. WHO / Europe, its departments consider the SSHZ as its strategic partner not only in Kazakhstan but also in the CAR in general, and has trained more than 6000 public health specialists. Along with short-term programs, 1-year certification and 2-year master programs have been successfully launched. The HSE was accredited by the European Agency for the Accreditation of Schools of Public Health. This is facilitated by his extensive experience working with international organizations.

Over the years, M.K. Kulzhanov was a member of the Standing Committee of the WHO Regional Office for Europe, a WHO expert, doing significant work within the framework of the health policy in the European Region. Repeatedly represented Kazakhstan in various forums held by WHO and other international organizations such as UNICEF, World Bank, Asian Development Bank, etc. 2000-2004 was a member of the Executive Committee of WHO, a member of the COHRED Board, the Global Fund to Fight HIV / AIDS and Tuberculosis, the UNAIDS Coordination Council. During 2011-2017 Chairman of the Ethics Committee of the Ministry of Health.

Currently he is a member of the WHO Executive Committee.
